全球合作暨訓練架構(GCTF)於臺北召開能源韌性研習營,探討AI如何重塑能源產業,同時南亞地區正透過數位化與服務業轉型,在後疫情時代尋求經濟成長與韌性提升。
The Global Cooperation and Training Framework (GCTF) held an energy resilience workshop in Taipei to explore how AI is reshaping the energy industry, while South Asia seeks economic growth and enhanced resilience in the post-pandemic era through digitalization and service sector transformation.
全球能源產業正處於數位轉型的關鍵十字路口,人工智慧(AI)與先進分析技術的匯入,不僅改變了傳統能源生產與分配模式,更成為提升基礎設施韌性的核心動力。2026年9月18日,由美國在臺協會(AIT)主辦的「全球合作暨訓練架構」(GCTF)國際研習營在臺北盛大舉行。此次研習營以「強化能源韌性與供應鏈安全」為主題,匯集了來自全球28個國家、近200名學者專家及政府官員,共同研議如何利用智慧電網及新興科技,應對日益複雜的全球能源挑戰。
The global energy industry is at a critical crossroads of digital transformation. The integration of artificial intelligence (AI) and advanced analytical technologies is not only changing traditional energy production and distribution models but has also become a core driver for enhancing infrastructure resilience. On September 18, 2026, the "Global Cooperation and Training Framework" (GCTF) international workshop, hosted by the American Institute in Taiwan (AIT), was grandly held in Taipei. With the theme of "Strengthening Energy Resilience and Supply Chain Security," the workshop brought together nearly 200 scholars, experts, and government officials from 28 countries to discuss how to utilize smart grids and emerging technologies to address increasingly complex global energy challenges.

Meanwhile, as a significant pillar of global economic growth, South Asia is emphasizing through the World Bank's "South Asia Economic Focus" report that "digitalization and service-oriented development" will become the key engines for the region to emerge from the shadows of the pandemic and achieve stable growth.
根據多方公開資訊確認,AI技術在能源領域的應用已從單純的資料監控,演進至預測性維護與智慧電網排程。在臺北的研習會中,與會者一致認同,能源效率的提升必須仰賴先進科技的匯入,特別是在全球供應鏈安全受到地緣政治挑戰的當下,透過跨國合作建立韌性電網已成共識。另一方面,南亞地區的經濟復甦路徑也與數位轉型高度重疊。
According to multiple public sources, the application of AI technology in the energy sector has evolved from simple data monitoring to predictive maintenance and smart grid scheduling. At the Taipei workshop, participants reached a consensus that improving energy efficiency must rely on the integration of advanced technologies, especially at a time when global supply chain security is facing geopolitical challenges; establishing resilient power grids through transnational cooperation has become a shared goal. On the other hand, the path to economic recovery in South Asia also highly overlaps with digital transformation.

According to the World Bank's analysis, after experiencing the impact of the pandemic, South Asia is committed to a "shifting gears to accelerate" strategy, shifting the focus of development toward digitalization and the service sector. It predicts that the region will maintain significant economic growth momentum during specific periods, demonstrating a determination for digital development that echoes global energy technology trends.
然而,在AI技術帶來的能源效率提升與南亞經濟轉型程式中,各界對於具體執行細節與潛在風險仍存在不同觀點。臺北研習營明確指出,AI技術的廣泛應用伴隨著巨大的電力需求成長,這反而對現有的能源基礎設施造成了新的壓力,並引發了關於「戰略依賴」與「治理挑戰」的廣泛擔憂。相比之下,關於南亞地區的經濟預測,雖然世界銀行提出了7.1%的成長展望,但各界對於該資料在面對全球不確定性時的穩定性仍存有疑慮。
However, in the process of energy efficiency improvements brought about by AI technology and South Asian economic transformation, there are still differing perspectives on specific implementation details and potential risks. The Taipei workshop clearly pointed out that the widespread application of AI technology is accompanied by massive growth in electricity demand, which in turn places new pressure on existing energy infrastructure and has sparked widespread concerns regarding "strategic dependence" and "governance challenges." In contrast, regarding economic forecasts for South Asia, although the World Bank has proposed a 7.1% growth outlook, there are still doubts about the stability of this data in the face of global uncertainties.
此外,儘管數位化被視為南亞的發展契機,但該區域內部各國的數位基礎設施落差巨大,如何將政策願景轉化為實際的能源與經濟韌性,仍是各方討論的焦點。
Furthermore, although digitalization is seen as a development opportunity for South Asia, there is a massive gap in digital infrastructure among countries within the region. How to translate policy visions into actual energy and economic resilience remains the focus of discussion among all parties.
從具體影響層面來看,能源科技的進步將直接重塑南亞等新興市場的產業競爭力。隨著AI與智慧電網技術的成熟,南亞國家若能成功整合這些科技,將能有效降低能源損耗,並提升製造業與服務業的運作效率。然而,這也對該區域的能源政策提出了更高要求。若無法解決AI運算帶來的用電激增問題,能源供應的脆弱性反而可能成為經濟發展的絆腳石。
In terms of specific impacts, the advancement of energy technology will directly reshape the industrial competitiveness of emerging markets such as South Asia. As AI and smart grid technologies mature, if South Asian countries can successfully integrate these technologies, they will be able to effectively reduce energy loss and improve the operational efficiency of the manufacturing and service sectors. However, this also places higher demands on the region's energy policies. If the surge in electricity consumption caused by AI computing cannot be addressed, the vulnerability of energy supply could instead become a stumbling block to economic development.
此外,國際間的航空與物流產業,如亞航(AirAsia)等企業所提供的便捷交通網路,雖然促進了區域內的商務交流與服務業發展,但其運作同樣高度依賴穩定的能源供應與數位化管理,顯示出能源韌性與區域經濟發展之間存在深度的連動關係。
In addition, international aviation and logistics industries, such as the convenient transportation networks provided by companies like AirAsia, while promoting business exchanges and service sector development within the region, also rely heavily on stable energy supply and digital management, demonstrating a deep interrelationship between energy resilience and regional economic development.
儘管各界對數位化與AI抱持高度期待,但仍需警惕過度樂觀的風險。臺北研習營的參與者特別提醒,AI治理與安全風險不容忽視,過度依賴單一技術路徑或特定供應鏈,可能導致新的戰略性脆弱。對於南亞而言,雖然數位化與服務導向發展是明確的戰略方向,但這並不代表能自動解決結構性的貧窮或基礎設施不足問題。各界不應將數位化視為萬靈丹,而應將其視為輔助工具,必須配合紮實的能源政策與區域合作機制,才能真正實現永續成長。
Although there are high expectations for digitalization and AI, one must remain vigilant against the risks of excessive optimism. Participants at the Taipei workshop specifically reminded that AI governance and security risks cannot be ignored; over-reliance on a single technological path or specific supply chain could lead to new strategic vulnerabilities. For South Asia, while digitalization and service-oriented development are clear strategic directions, this does not mean that structural poverty or infrastructure deficiencies will be automatically solved. All parties should not view digitalization as a panacea, but rather as an auxiliary tool that must be combined with solid energy policies and regional cooperation mechanisms to truly achieve sustainable growth.
此外,目前關於AI能源消耗與環境永續之間的平衡點,尚缺乏全球統一的規範,這也是各國在制定政策時必須謹慎評估的限制因素。
Furthermore, there is currently a lack of globally unified standards regarding the balance between AI energy consumption and environmental sustainability, which is also a limiting factor that countries must carefully evaluate when formulating policies.
後續觀察重點將聚焦於GCTF研習營後的政策落實情況,以及南亞各國如何將數位轉型與能源韌性政策進行更緊密的對接。特別是針對AI帶來的電力需求激增,各國是否能提出具體的綠能配套措施,以及南亞區域內在數位基礎建設上的跨國合作進度,將是未來幾年觀察全球能源治理與區域經濟發展的關鍵指標。此外,隨著全球供應鏈持續重組,南亞地區在服務業出口與數位經濟領域的表現,將成為檢驗該區域是否能成功實現「換檔加速」的重要試金石。
Subsequent observations will focus on the implementation of policies following the GCTF workshop and how South Asian countries will more closely align their digital transformation and energy resilience policies. In particular, whether countries can propose specific green energy supporting measures to address the surge in electricity demand brought by AI, as well as the progress of transnational cooperation in digital infrastructure within the South Asian region, will be key indicators for observing global energy governance and regional economic development in the coming years. Additionally, as global supply chains continue to reorganize, the performance of the South Asian region in service exports and the digital economy will become an important litmus test for whether the region can successfully achieve "shifting gears to accelerate."

The international community will continue to pay attention to how these emerging technologies and economic strategies can inject new resilience into global energy security and regional stability amidst the changing international landscape.
