Climate Change and Security Challenges in Southeast Asia: The Mekong Ecological Crisis and Regional Geostrategy

Southeast Asia is facing environmental impacts brought about by climate change, as well as security challenges under the current geopolitical landscape. The ecological degradation of the Mekong Delta and maritime security issues within the region have become focal points of concern.

Located in southern Vietnam, the Mekong Delta is a vast alluvial plain formed before the Mekong River flows into the South China Sea, and it has long been the core region for agriculture, ecology, and the economy. However, this area is facing severe environmental pressure. According to long-term observations by independent photojournalist Vutha Srey, large-scale sand mining operations are underway along the Cambodian stretch of the Mekong River, with these sediments being continuously transported to construction sites in Vietnam. Such industrial activities have caused significant physical interference with the Mekong's natural hydrology and ecosystem, not only affecting riverbed stability but also creating a chain reaction for the natural sediment supply to the delta downstream.

Multiple observations and reports have confirmed that sand mining activities on the Mekong have caused substantial damage to riverside communities. Along the Cambodian stretch of the Mekong, the frequent operation of sand dredgers is highly correlated with riverbank collapses; the phenomenon of local homes and land collapsing into the river due to erosion has become a major concern for ecological and residential safety. Meanwhile, the overall maritime security of Southeast Asia is also receiving significant attention. Recent ferry accidents in Indonesia and the Philippines have highlighted the region's vulnerability in waterway transport safety management. These incidents not only involve the impact of extreme weather caused by climate change but also reflect the current status of the region's infrastructure and shipping safety standards, which are in urgent need of improvement.

There are certain differences in perspectives regarding the specific extent of the environmental impact of Mekong sand mining. Although field observations clearly point to the spatial overlap between riverbank collapses and mining operations, there is no complete consensus among scholars and officials as to the extent to which sand mining is the sole cause of delta subsidence or river channel changes. Furthermore, regarding regional security issues, some sources focus on the rescue and regulation of maritime accidents, while other viewpoints emphasize the shift in defense strategy.

For instance, some Southeast Asian countries have shown interest in deploying defensive weapons such as BrahMos missiles, indicating that regional nations are expanding maritime security to the strategic level of "denial and coastal defense," which stands in clear contrast to purely civilian shipping safety issues.

These environmental and security issues have had a profound impact on Southeast Asia's industries and policies. In terms of the environment, the ecological degradation of the Mekong Delta directly threatens local agricultural production and tourism development. For example, the river cruise industry in My Tho and Ben Tre cities will face shocks to their nature-dependent tourism economy if the ecological environment continues to deteriorate. Regarding industrial layout, multinational corporations such as TCL Smart Home continue to expand their production bases in places like Thailand, demonstrating the increasingly important position of Southeast Asia in the global supply chain; however, the balance between industrial expansion and environmental protection will be a challenge that governments must face when formulating future policies.

Regarding the aforementioned issues, there are significant differences in perspectives, and they should not be oversimplified. In terms of international diplomacy, such as the virtual meetings between U.S. Secretary of State Antony Blinken and Southeast Asian officials, attempts to convey messages within a complex geopolitical environment show the complexity of the regional political situation, which involves not only environmental governance but is also closely linked to the political legitimacy and diplomatic maneuvering of various countries. At the same time, attributing maritime security solely to climate factors or purely to militarization trends is biased; one must consider the competition and cooperation between countries regarding economic development, infrastructure investment, and national defense security.

Regarding the ecological protection of the Mekong, there is currently a lack of a cross-border and binding joint management mechanism, which is also the main reason why sand mining activities are difficult to effectively control.

Subsequent observations should focus on whether the Mekong River Commission can propose specific mitigation measures for cross-border sand mining activities, and how countries can implement environmental impact assessment mechanisms while promoting economic development. In addition, as the defense needs of Southeast Asian countries in maritime security increase, the changes in the balance of military power within the region, and how the international community intervenes in regional environmental and human rights issues at the diplomatic level, will be key indicators for observing the stability of the Southeast Asian region in the future. How countries balance industrial expansion and ecological resilience will also determine whether the Mekong Delta can maintain sustainable development under the impact of climate change.
