Southeast Asia Faces Dual Challenges of Energy and Climate: Geopolitics and Extreme Weather Impact Regional Stability
Southeast Asia is currently at a critical turning point for energy security and regional stability, influenced by energy price fluctuations triggered by Middle Eastern geopolitical conflicts, surging electricity demand caused by extreme weather, and political turmoil in Myanmar.
With a population of over 680 million, Southeast Asia’s economic development is highly dependent on energy supply. Recently, influenced by geopolitical instability in the Middle East, signs of instability have emerged in global fuel supply chains, leading to drastic fluctuations in oil and gas prices and directly impacting the energy security of countries in the region. At the same time, the prolonged civil war and military rule in Myanmar, along with the Rohingya refugee crisis, continue to cause turmoil in regional politics. Furthermore, Southeast Asian nations are facing severe tests brought about by climate change, including surging electricity demand due to extreme heat and frequent flooding caused by heavy rainfall. These factors are intertwined, posing multiple challenges to Southeast Asia's public infrastructure, economic growth, and social stability.
Comprehensive reports indicate that Southeast Asian governments and power suppliers are actively seeking energy transition and stabilization strategies. In response to concerns over energy shortages and rising electricity prices, some countries, such as Vietnam, have begun to promote nuclear energy development plans and are negotiating relevant technologies and agreements with countries like Russia. Proponents argue that nuclear energy not only provides a lower-carbon energy option compared to coal, oil, and natural gas, but that its safety and construction costs have also improved with the maturation of new reactor technologies. Additionally, the U.S. government has recently sought to strengthen strategic ties with ASEAN countries through diplomatic channels, including visits by Secretary of State Antony Blinken and invitations for regional leaders to visit Washington, in order to respond to increasingly complex security and economic challenges within the region.
However, there are differing perspectives and information gaps among various media outlets regarding the paths to addressing regional challenges. Some sources point out that although the U.S. is attempting to consolidate ties with Southeast Asia through diplomatic means, some commentators believe that the substantive resources invested by the U.S. in regional affairs are relatively limited, making it difficult to compete with the influence of other major powers in the region. Regarding energy issues, while nuclear power is seen as one of the solutions, concerns about nuclear safety, waste disposal, and geopolitical dependence remain, and not all countries view nuclear energy as a priority option.
Furthermore, regarding the response to extreme weather, although there is a consensus that disaster preparedness capabilities must be strengthened, there remains a significant implementation gap in the specific progress and funding for climate change adaptation policies across different countries.
The uncertainty of energy supply directly affects the industrial competitiveness of Southeast Asia. As electricity demand climbs due to high temperatures, power grids are under immense pressure. If the issues of energy supply and price fluctuations cannot be effectively resolved, it may lead to rising manufacturing costs, thereby dragging down regional economic growth. At the same time, frequent flooding not only threatens food security and infrastructure but may also lead to supply chain disruptions in some areas. The challenge currently facing policymakers is how to pursue economic development while balancing the technical thresholds of energy transition and the environmental risks posed by climate change, all while maintaining regional autonomy and stability amidst the power games of major nations like the U.S., China, and Russia.
Although governments are actively seeking countermeasures, the outside world should not over-interpret the effectiveness of any single policy. For example, while Vietnam's nuclear cooperation agreement with Russia demonstrates an intention to diversify energy, nuclear power projects often involve long-term capital investment and complex international geopolitical scrutiny, making it difficult to alleviate current energy shortage pressures in the short term. Additionally, whether U.S. strategic investment in Southeast Asia can be substantially translated into regional security guarantees still depends on the details and execution of subsequent bilateral agreements. While there is a high level of consensus on climate change, there are still many limitations on how to achieve regional disaster response cooperation given the varying levels of development among countries.
Subsequent observation should focus on three areas: first, the specific shifts in energy policies among Southeast Asian countries, particularly the planning of ratios for nuclear and renewable energy; second, the ongoing impact of the situation in Myanmar on ASEAN regional integration, and whether ASEAN member states can reach a more consistent stance on regional crises; and finally, the implementation of climate change adaptation funding and how countries can enhance their resilience to extreme weather through regional cooperation mechanisms. As the global geopolitical environment continues to shift, decisions made by the Southeast Asian region regarding energy security and climate change will profoundly affect the future economic landscape and political stability of the region.
