2026年9月,臺北市立大學與行政院人事行政總處公務人力發展學院共同舉辦「2026全球韌性國際研討會」,邀集臺灣、日本、義大利、紐西蘭、保加利亞、馬來西亞、泰國、韓國及英國等九國學者,針對氣候變遷、AI發展及都市規劃等議題進行深度對話。與此同時,東南亞地區的跨境合作亦在持續深化,特別是針對湄公河次區域的經濟整合與永續發展。

In September 2026, the University of Taipei and the Civil Service Development Institute of the Directorate-General of Personnel Administration, Executive Yuan, jointly hosted the "2026 Global Resilience International Symposium." The event brought together scholars from nine countries—Taiwan, Japan, Italy, New Zealand, Bulgaria, Malaysia, Thailand, South Korea, and the United Kingdom—to engage in in-depth dialogues on issues such as climate change, AI development, and urban planning. However, current academic seminars and regional economic cooperation mechanisms have yet to propose a concrete transnational framework to address the breakdown of social order caused by over-tourism.

Economically, cross-border economic connectivity in the Mekong sub-region is expected to drive the transformation of logistics, digital technology, and infrastructure industries, but it also requires higher levels of policy coordination among nations to ensure environmental and social sustainability during the economic transition. Socially, the management of the environment and order in tourism hotspots has become a heavy burden for local governments, forcing countries to rethink the meaning of "resilience"—not just as the ability to cope with natural disasters, but as social resilience in the face of human activity. Failure to effectively address the negative externalities of tourism may weaken the competitiveness of cities in the region to attract international talent and investment.

Additionally, some sources are overly optimistic about climate change responses, overlooking the funding gaps and technical barriers faced by developing countries during industrial transformation. Therefore, regional cooperation declarations should not be viewed as a panacea for all problems; implementation remains constrained by differences in political systems and uneven progress in infrastructure construction, and over-interpreting the immediate effects of regional cooperation may lead to biased conclusions.

These issues will continue to test the Asia-Pacific region's comprehensive ability to integrate academic research, policy formulation, and social management in the face of globalization shocks.
