Kazakhstan and Uzbekistan have recently become hotspots for international diplomatic and economic cooperation. Hong Kong Chief Executive John Lee and Italian Prime Minister Giorgia Meloni have successively led delegations to visit the region, while the European Union has announced a new era in its relations with Central Asia, focusing on energy, digital transformation, and infrastructure development.

More than thirty years after the collapse of the Soviet Union, the five Central Asian nations are gradually shedding their history of border disputes and isolation to become a key region in global geopolitical and economic planning. As the economic leader of Central Asia, Kazakhstan not only possesses abundant oil and mineral resources but is also the birthplace of the "Belt and Road" initiative. Recently, it has actively established a Ministry of Digital Development, Innovations and Aerospace Industry to promote large-scale data center construction. Uzbekistan, as the most populous country in Central Asia, is leveraging its historical status as a hub of the ancient Silk Road to actively seek international capital and encourage its enterprises to list overseas.

In the past, the two countries experienced long-term border closures due to territorial issues. However, in recent years, with the signing of border agreements and improvements in infrastructure (such as roads in the Pamir Mountains), cross-border logistics and the movement of people within the region have significantly increased.

Meanwhile, Hong Kong Chief Executive John Lee also plans to lead a delegation to Kazakhstan and Uzbekistan, focusing on promoting bilateral cooperation in finance, corporate listings, and technology. Although the EU maintains reservations regarding the progress of reform programs in Central Asian nations, it has clearly expressed its willingness to strengthen partnerships.

In contrast, reports from Hong Kong and Italy focus on the alignment of economic interests; for example, Hong Kong highlights the willingness of Uzbek enterprises to list in Hong Kong, as well as the investment potential of Kazakhstan's Ministry of Digital Development. Second, Uzbekistan's financial opening policies may provide local enterprises with more international financing channels. Furthermore, with the reopening of border crossings and the optimization of transportation networks, the cost of cross-border trade among the five Central Asian countries is expected to decrease further. This not only facilitates regional economic integration but also provides new alternative routes for global supply chains. However, the extent to which these policies are implemented still depends on the administrative efficiency and legal environment within each country.

Although international attention toward Central Asia has increased significantly, the outside world should not over-interpret the immediate effectiveness of these diplomatic visits. First, the political systems and market maturity of Central Asian countries vary, and international companies entering these markets still face challenges such as opaque legal regulations and complex bureaucratic systems. Second, the "reform progress" issue mentioned by the EU suggests that structural limitations regarding democratization and human rights protection still exist in the region, which could become a hidden concern for deepening EU-Central Asia cooperation in the future. Therefore, these diplomatic actions are currently mostly in the stage of intent and preliminary engagement; the actual return on investment and policy effects will still depend on whether specific contracts are signed and large-scale projects are implemented in the coming years.

These indicators will determine whether the five Central Asian countries can truly achieve a strategic transformation from being "landlocked" to becoming a "regional hub."
