Conflict of Interest Controversy Regarding the Taipei City Government Exchange Student Program

The Taipei City Government has recently faced public questioning regarding privilege and conflict of interest. The incident originated when Chiang De-li, the eldest son of Taipei Mayor Chiang Wan-an, was selected to participate in an international exchange student program hosted by the Taipei City Department of Education and received associated subsidies. This move sparked discussions regarding whether the mayor's children enjoy special privileges and whether the city government's review mechanism involves a conflict of interest. Addressing this issue, Kuomintang Taipei City Councilor Hsu Hung-ting publicly questioned the city government’s Department of Legal Affairs and the Department of Government Ethics during a general interpellation session at the Taipei City Council on September 7, demanding clarification on whether the mayor and his associates violated the "Public Officials Conflict of Interest Prevention Act" in this case.

According to the testimony provided by Wu Tsang-fu, Commissioner of the Taipei City Department of Government Ethics, at the council, information currently held by the city government indicates that Mayor Chiang Wan-an himself did not participate in the signing or review process of the official documents for this case. The Taipei City Department of Legal Affairs and the Department of Government Ethics initially determined that the case "did not involve conflict of interest" in terms of administrative procedure. However, this statement immediately drew attention and a response from the Agency Against Corruption (AAC) under the Ministry of Justice. The AAC pointed out that, according to current relevant regulations, if an associate of a public official is involved in a relevant case, they must still truthfully disclose their identity in accordance with the law; one cannot be exempted from or evade relevant legal responsibilities simply because the public official did not directly participate in the review.

The current point of contention among various sectors regarding this case lies in the determination of "procedural justice" and "substantive influence." City government units argue that there is no illegality if there was no participation in decision-making, but the AAC's position emphasizes the mandatory nature of the disclosure obligation. The gap in legal interpretation between the two has become a focus of public attention. Furthermore, while there is currently no concrete evidence of improper interference regarding whether the review standards for the exchange student program were altered due to the applicant's identity, concerns remain regarding the transparency of the review process. Relevant details still await further public explanation from the competent authorities to clarify whether any potential conflict of interest exists.

This controversy has caused a certain degree of impact on the credibility of the Taipei City Government, especially regarding the allocation of public resources involving the children of high-ranking officials, where the public holds extremely high standards for "conflict of interest." If handled improperly, it may weaken the city government's impartial image in promoting education policies. Additionally, this case highlights that public officials should adopt more rigorous avoidance measures when family members participate in public affairs to avoid falling into administrative flaws or moral controversies. Policymakers need to re-examine the review mechanism of the current exchange student subsidy program to ensure that all applicants are evaluated under fair and objective standards, thereby eliminating concerns about privilege.

Some viewpoints suggest that the mayor's children enjoy the same rights to education and participation in public programs as ordinary citizens and should not be treated unfairly due to their father's official position. However, another school of thought emphasizes that public figures must bear higher moral standards, and any project involving public funding, even if procedurally legal, should adopt the highest standards of information disclosure to eliminate external concerns about "procedural justice." It is currently inappropriate to label this case directly as "illegal privilege," as the relevant investigation has not yet entered judicial proceedings and remains at the stage of administrative review and public questioning. All parties should remain objective and wait for a more complete administrative investigation report to be released.

Subsequent observations will focus on whether the Taipei City Department of Education will conduct an internal audit of this case and release the list of review committee members and scoring criteria to prove the fairness of the selection process. At the same time, whether the Ministry of Justice's Agency Against Corruption will conduct a more in-depth administrative investigation, and whether the city government will implement stricter internal regulations regarding the scope of application of the "Public Officials Conflict of Interest Prevention Act," will be key to examining whether the city government can resolve this political crisis. Furthermore, during election periods, such issues involving the family members of public officials are often easily magnified, and the promotion of future related policies will inevitably face stricter public scrutiny.

Bribery Case Involving a Borough Warden Candidate in New Taipei City's Xinzhuang District

At the same time, the issue of bribery in local elections has also attracted attention. The New Taipei District Prosecutors Office recently uncovered a bribery case involving daily necessities. A borough warden candidate surnamed Yeh for Quantai Borough in New Taipei City's Xinzhuang District is suspected of bribing a community management committee to seek voter support. On September 7, Prosecutor Kuo En-chia directed police to search the residences of the candidate and his campaign aides, and brought 15 people in for investigation. According to the prosecution, the gifts distributed by the candidate included daily necessities such as soy sauce, masks, and plastic wrap.

Following the prosecutor's interrogation, the candidate surnamed Yeh was initially requested by the prosecution to be detained and held incommunicado; however, after questioning, the New Taipei District Court ordered him to be released on NT$300,000 bail and restricted his residence. This case is the first instance in which the New Taipei District Prosecutors Office has uncovered a bribery case involving daily necessities worth hundreds of dollars, indicating that the investigative units are continuing to strengthen their enforcement against bribery in grassroots elections. Such cases not only involve violations of the "Public Officials Election and Recall Act" but also severely undermine the fair competition environment of local elections. The subsequent judicial verdict will serve as an important indicator for observing the local electoral climate.
