Currently, various public sources and records of regional cooperation meetings indicate that leaders of the five Mekong countries have held multiple consultations on basin governance. At the recent 8th Greater Mekong Subregion (GMS) Summit held in Kunming, Yunnan, China, the parties focused on cooperation in four key areas, aiming to ensure that no country in the region is left behind during the development process. The participating countries emphasized that the Lancang-Mekong River is not only a cradle of historical civilization but also a key node in the modern regional economic system. By strengthening water resource management, promoting cross-border power interconnection, and facilitating exchanges in modern agricultural technology, the countries are attempting to build a closer community with a shared future to mitigate the negative impacts of climate change on the basin's economic development.

Climate and economic issues in the Mekong Basin have a direct impact on the overall stability of Southeast Asia. If agricultural production is damaged by climate disasters, it will directly affect the food supply chain in the region, subsequently triggering price fluctuations and social unrest; meanwhile, the stability of energy supply concerns the industrial transformation and infrastructure operation of each country. Because the hydrological characteristics of the Mekong River are cross-border and interconnected, the water resource management policy of a single country may have a chain reaction on downstream nations. Therefore, establishing a transparent and effective cross-border cooperation mechanism is crucial for reducing regional risks; this is not only a technical challenge but also a test of regional diplomacy and political trust.

The current primary limitations lie in the unpredictability of climate change and the tension between national water sovereignty and shared regional interests. Although leaders of various countries have pledged to strengthen cooperation, the effectiveness of policy implementation remains limited by the progress of infrastructure construction, the availability of funding, and domestic economic pressures in each country. Regional cooperation should not be viewed as a panacea for all problems, but rather as a dynamic process of continuous coordination, with the focus on how to translate commitments into concrete disaster prevention and mitigation actions and sustainable development policies.
